Personal Restraint Petition Contract Attorney

The Washington State Office of Public Defense is seeking contractors to represent indigent clients seeking to file first, timely personal restraint petitions. This RFP implements Senate Bill 5046, Laws of 2023 ch. 261 §§ 1–2. OPD is directed to prioritize appointments of counsel for clients who are under age 25, have a sentence in excess of 120 months, have a disability, or have limited English proficiency. Attorneys with experience investigating and filing original personal restraint petitions are highly encouraged to apply.
